Project Overview

Civil Environmental Services (CES) delivered intersection upgrades on Carlisle Avenue at Durham Street and Ropes Creek Road, Mount Druitt, within the City of Blacktown LGA. Works involved extending and modifying southbound turning lanes, bulk excavation, pavement replacement, kerb and channel, stormwater connections, and final asphalt and line marking. Completed on a state highway under live traffic and school zone conditions, the project required staged delivery and night works to ensure safety and minimise disruption. CES met all TfNSW and Australian Standards, providing full QA documentation and reinstating disturbed areas. The project demonstrates our capability to deliver complex roadworks in high-traffic environments with precision and compliance.

Scope of Work

  • Mobilisation, site set-up, DBYD service locating, and construction methodology planning.
  • Extension of the southbound right-turn lane at Carlisle Avenue & Durham Street.
  • Blocking and modification of the southbound right-turn lane at Carlisle Avenue & Ropes Creek Road.
  • Pavement works including excavation, foundation treatment, heavy bound sub-base, asphalt placement, sealing, and reinstatement of median turf.
  • Kerb & channel works including saw cutting, excavation, formwork, installation, and finishing to TfNSW R53 specification.
  • Stormwater, drainage, and utility interface protection works.
  • Noise barriers, erosion and sedimentation controls, and NDD investigations.
  • Night works under traffic control to minimise disruption to motorists and school zone operations.
  • Quality Assurance deliverables including ITPs, As-Builts, and compliance with TfNSW specifications and Australian Standards.
  • Site close-out including clean-up, reinstatement, and waste/recycling disposal with docketing.

Key Achievements

  • Successfully delivered works on Carlisle Avenue, a high-traffic state highway, under live traffic and school zone conditions.
  • Completed major road excavation, pavement, kerb, and channel upgrades with zero safety incidents.
  • Managed night works and staged construction sequencing to minimise traffic disruption.
  • Delivered in full compliance with TfNSW specifications and Australian Standards.
  • Implemented strong environmental controls (erosion, sediment, and noise barriers) with no environmental non-conformances.
